INTERNATIONAL TRAINING ON RESULTS-BASED MONITORING AND EVALUATION
COURSE BACKGROUND

In today’s fast-paced development environment, organizations are under increasing pressure to demonstrate the impact of their programs and projects. Results-Based Monitoring and Evaluation (RBM&E) is a framework that helps organizations track, assess, and report the effectiveness and outcomes of their interventions. By focusing on measurable results, RBM&E ensures that resources are used efficiently and that the outcomes align with organizational goals and objectives.

This course, offered by the Environmental Capacities and Sustainability Institute (ECAS), provides participants with the skills to design, implement, and evaluate results-based monitoring and evaluation systems. It emphasizes how to define clear results, set performance indicators, collect data, and use evidence for decision-making. Through practical case studies, real-world examples, and interactive exercises, participants will gain hands-on experience in applying RBM&E concepts to enhance program and project performance.

By equipping participants with the ability to assess and enhance the effectiveness of their programs, this course supports the achievement of sustainable development goals and ensures that development initiatives are accountable, transparent, and impactful.

COURSE OBJECTIVES OF THE TRAINING

TARGET PARTICIPANTS

The Results-Based Monitoring and Evaluation course is designed for professionals involved in the planning, implementation, and evaluation of development programs and projects. This includes Monitoring and Evaluation (M&E) specialists, program managers, project coordinators, and NGO staff who are responsible for ensuring that their programs achieve the intended results. It is also highly beneficial for government officials and employees of international organizations working in public sector programs, as they seek to integrate results-based approaches to improve performance and accountability. Consultants and advisors who provide technical expertise in M&E and researchers involved in development evaluations will also find this course valuable in enhancing their skills in designing and implementing robust M&E frameworks. Furthermore, the course caters to academics, donors, and funding agencies who want to deepen their understanding of results-based approaches to program evaluation and improve their oversight and reporting processes. TRAINING STYLE

The modules will be taught through PowerPoint presentations, and lectures and will include a case study/field visit, breakout sessions, case studies and other interactive discussion components.

The course will also include a few guest speakers, both in person and via Zoom and other online learning platforms for overseas speakers. This provides useful real-world insights alongside the more theoretical aspects of the course.

The conference faculty shall consist of experienced decision makers, as well as practitioners and representatives from established educational and research institutions active around climate change, engineering and international development. Throughout the course, theoretical presentation of concepts will be moderated and more group discussions and plenary engagements will be optimized. PowerPoint presentations will be made by facilitators and resource persons, to highlight key concepts before embarking on group work.

1. Introduction to Results-Based Monitoring and Evaluation This module sets the foundation for understanding Results-Based Monitoring and Evaluation (RBM&E), its significance in the development sector, and how it enhances the effectiveness of programs and projects. Participants will learn about the evolution of M&E and the rationale for focusing on results rather than just activities.

  • Definition and Importance of RBM&E: Understanding the key principles of RBM&E.
  • Principles of Results-Based Approaches: How RBM&E drives performance and accountability.
  • Comparison with Traditional M&E: Differences between RBM&E and conventional monitoring approaches.
  • Core Components of an RBM&E Framework: Overview of the components required to build a successful RBM&E system.
2. Designing an RBM&E Framework In this module, participants will learn how to design a comprehensive results-based M&E framework. They will focus on setting clear objectives, defining measurable results, and selecting appropriate performance indicators. This module will guide participants in ensuring that their M&E frameworks are aligned with program goals.

  • Creating RBM&E Frameworks: How to structure a framework that includes inputs, activities, outputs, outcomes, and impacts.
3. Data Collection Methods and Tools This module introduces the different types of data collection methods and tools necessary for successful monitoring and evaluation. Participants will learn how to design surveys, conduct interviews, and use focus groups to collect data, along with ensuring data quality.

4. Data Analysis and Interpretation Once data has been collected, this module focuses on analyzing it to evaluate program outcomes. Participants will learn how to interpret both qualitative and quantitative data and how to present it effectively to stakeholders.

This module will teach participants how to present M&E results clearly and concisely to diverse audiences, such as donors, project managers, and beneficiaries.
