International Training on Green Industrial Policy
Promoting Competitiveness and Structural Transformation
Course Background
Traditional industrial policy has focused on productivity, competitiveness, and economic
growth through strategic government intervention. However, rising environmental degradation,
biodiversity loss, and climate change demand a transition toward Green Industrial Policy.
Green industrial policy integrates economic, social, and environmental objectives into
state-driven structural transformation. This approach enables countries to generate growth
and employment while accelerating the shift away from carbon-intensive production models.
Developed by ECAS Institute and building on UNEP PAGE frameworks, this high-level technical
course equips participants with conceptual tools and empirical evidence to shape modern
green industrial strategies.
