COURSE BACKGROUND

Decentralization and participatory governance have become central themes in modern development planning, emphasizing the need for Community-Driven Development (CDD) as a means to enhance local service delivery. CDD is a development approach that empowers communities to take charge of their own development by actively participating in decision-making, planning, and implementation of local projects. This approach is particularly vital in sectors such as health, education, water, sanitation, and environmental conservation, where community ownership and local knowledge significantly impact the success and sustainability of interventions.

The Environmental Capacities and Sustainability (ECAS) Institute recognizes that effective decentralized service delivery requires strong community institutions, participatory governance mechanisms, and inclusive decision-making processes. Governments, civil society organizations, and international development agencies are increasingly adopting CDD models to improve responsiveness, accountability, and efficiency in service delivery. However, implementing CDD strategies requires an in-depth understanding of governance structures, participatory planning methodologies, financing mechanisms, and performance monitoring systems.

This course is designed to equip participants with practical tools, policy frameworks, and case studies to strengthen community-led service delivery. By integrating innovative approaches such as digital engagement, public-private partnerships, and participatory budgeting, participants will gain the skills needed to foster effective CDD initiatives. Through a combination of theory and practical exercises, this course aims to build the capacity of policymakers, development practitioners, and community leaders to implement sustainable, inclusive, and impactful community-driven development programs.

COURSE OBJECTIVES OF THE TRAINING

This course is designed to equip participants with the knowledge and tools necessary to plan, implement, and sustain effective community-driven development (CDD) initiatives, particularly in the context of devolved service delivery. The objectives of the course are to:

  2. Strengthen capacities to design and implement participatory planning, monitoring, and evaluation systems.
  3. Explore governance frameworks that support accountability and transparency in community-led projects.
  4. Analyze financing models and resource mobilization strategies for local-level development.
  5. Foster inclusive engagement of marginalized groups, including women, youth, and vulnerable populations in CDD processes.
  6. Examine real-world case studies to learn from successes and challenges in community-driven service delivery.
  7. Build strategies for scaling up successful CDD models through policy reform and institutional strengthening.
  8. Develop action plans tailored to participants’ institutional contexts for implementing effective CDD initiatives.

DURATION AND PROGRAM
TARGET PARTICIPANTS

This course is specifically designed for professionals working in the design, implementation, or oversight of community-driven and decentralized development initiatives. These include government officials from ministries or agencies responsible for local governance, rural development, social services, or infrastructure, as well as representatives of local government authorities and municipal councils who are directly involved in service delivery at the grassroots level.

It is also highly relevant to staff from development agencies, NGOs, civil society organizations, and donor-funded projects supporting decentralization and local empowerment. Policy advisors, program managers, social development specialists, community facilitators, and practitioners involved in participatory planning, governance, or service delivery reforms will greatly benefit from the insights, tools, and networking opportunities offered in this course.

TRAINING STYLE

The modules will be taught through PowerPoint presentations, and lectures and will

include a case study/field visit, breakout sessions, case studies and other

interactive discussion components.

The course will also include a few guest speakers, both in person and via Zoom and

other online learning platforms for overseas speakers. This provides useful real

world insights alongside the more theoretical aspects of the course.

The conference faculty shall consist of experienced decision makers, as well as

practitioners and representatives from established educational and research

institutions active around climate change, engineering and international

development. Throughout the course, theoretical presentation of concepts will be

moderated and more group discussions and plenary engagements will be optimized.

PowerPoint presentations will be made by facilitators and resource persons, to

highlight key concepts before embarking on group work.
