INTERNATIONAL TRAINING ON IMPROVING PUBLIC SERVICE DELIVERY
COURSE BACKGROUND
Public service delivery is the backbone of effective governance, directly influencing economic development, social equity, and citizen trust in government institutions. As populations grow and societal needs evolve, governments are increasingly challenged to provide high-quality, efficient, and accessible services in areas such as healthcare, education, transportation, public safety, and infrastructure. Inefficiencies, bureaucratic hurdles, corruption, and a lack of innovation often hinder the ability of public institutions to meet these demands effectively.

The Environmental Capacities and Sustainability (ECAS) Institute is committed to strengthening institutional capacities and promoting sustainable governance through high-impact training programs. As part of its mission to enhance public sector efficiency and accountability, ECAS introduces this course on Improving Public Service Delivery to equip professionals with the necessary knowledge and skills to drive reforms in governance and service provision.

Recognizing these challenges, this course is designed to provide public sector professionals with the tools, frameworks, and best practices needed to enhance service delivery. TARGET PARTICIPANTS

This course is designed for government officials, policymakers, public sector managers, and administrators responsible for designing, implementing, and overseeing public service delivery. It is also highly relevant for local government leaders, municipal planners, and service delivery coordinators who seek to improve efficiency, responsiveness, and transparency in governance.

Additionally, the course benefits professionals from public agencies, civil society organizations, and international development partners engaged in governance reform, institutional strengthening, and capacity building. Academics, researchers, and consultants working in the fields of public administration, policy development, and governance will also find this training valuable in advancing innovative solutions for public service delivery.

TRAINING STYLE

The modules will be taught through PowerPoint presentations, and lectures and will

include a case study/field visit, breakout sessions, case studies and other

interactive discussion components.

The course will also include a few guest speakers, both in person and via Zoom and

other online learning platforms for overseas speakers. This provides useful real

world insights alongside the more theoretical aspects of the course.

The conference faculty shall consist of experienced decision makers, as well as

practitioners and representatives from established educational and research

institutions active around climate change, engineering and international

development. Throughout the course, theoretical presentation of concepts will be

moderated and more group discussions and plenary engagements will be optimized.

PowerPoint presentations will be made by facilitators and resource persons, to

highlight key concepts before embarking on group work.
